Section for Human Resources Management performs the following jobs:
  • initiating adoption, participation in preparation, and monitoring the implementation of the human resources management strategy within the City Administration;
  • monitoring and organisation of various forms of professional development, preparation of plan and programme of professional development of the employees of the City Administration;
  • initiating implementation of a procedure and analysis of the effects of evaluation of servants and employees’ performance, in accordance with a special general document;
  • preparation of statistical analyses related to qualifications, age, social, and other information about the employees;
  • participation in preparation of general documents which regulate rights, obligations and responsibilities of employees;
  • participation in preparation of documents related to the organisation and systematisation of positions;
  • conducting the employment procedure in the City Administration;
  • hiring interns and volunteers, and implementation of the training programme and taking internship exam;
  • preparation of conduction of a procedure to establish a disciplinary and material responsibilities of employees;
  • establishment and implementation of mechanisms to monitor the employees’ work performance, substitutions for absent employees, stimulations and rewards;
  • keeping records of staff, or personnel of the City Administration;
  • establishment and updating register of employees of the City Administration;
  • preparation of individual documents related to employment, as well as individual documents related to the rights and obligations of employees;
In planning of work, and reporting in the scope of work, the Section performs the following jobs:
  • prepares a proposal of the annual plan of training/professional education and professional development of employees, monitors its implementation, and submits implementation report to the Mayor;
  • prepares annual operational plan of the Section, in accordance with prescribed methodology, monitors its implementation, and submits periodical reports to the Mayor;
  • collects statistical and other data, prepares various analyses, studies, reports and information within their scope of work and submits them to the competent city and other authorities;
  • actively participates in the strategic planning of integrated development;
  • participates in proposing and preparation of project proposals and project documentation, within their scope of work;
  • performs other jobs in the field, in accordance with special regulations, jobs ordered by the Mayor, and jobs placed in their scope of work by special documents.
